But often times, the UGA Admissions Office just needs to be able to look at the entire applicant pool before making decisions.

No one specific thing rules a student out of the admission process, but if you have a B average, your grades are low compared to the large majority of students who apply to UGA, and since we first look at how a student does in the classroom (grades and rigor of coursework), it will pose a large challenge for you.
